This endpoint is used to notify OpenBorder that a package is ready.
Each carrier will be provided a unique carrierCode and API key that can be used in the request to send OpenBorder the notification needed.
Once received, the payload will be validated, processed, and OpenBorder will fire a notification to the carrier with the updated package data.
